Romans Chapter 11 Vs. 32

The Mystery of Israel's Salvation



For God hath concluded them all in unbelief, that he might have mercy upon all. Rom 11:32



For God hath concluded them all in unbelief, that he might have mercy upon all] This verse concludes the same as Rom. 3:19-20, 3:23; Gal. 3:22-23.


Though not the author of sin, God allowed man to pursue his sinful inclinations so that He could receive glory by demonstrating His grace and mercy to disobedient sinners.

1Tim. 2:3-6 “For this [is] good and acceptable in the sight of God our Savior;” “Who will have all men to be saved, and to come unto the knowledge of the truth.” “For [there is] one God, and one mediator between God and men, the man Christ Jesus;” “Who gave himself a ransom for all, to be testified in due time.”

You see, not only were we heathen not keeping the law of God, but the Hebrews, who God had given the law to, were not keeping it either. In fact, the law was given as a schoolmaster to make us realize our need for a Savior.

Gal. 3:22 “But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe.”




All have sinned and fall short of the glory of God” (Rom. 3:23). “Jews and Gentiles alike are all under sin” (Rom. 3:9), so that “there is no difference” (Rom. 3:22). When the Gentiles rejected God and disobeyed Him (Rom. 1:17-21), God chose Abraham and his descendants as His special people. Now the disobedience of the Jews enables God to show mercy to the Gentiles. Then, when that purpose is achieved, He will again show mercy to Israel corporately. 

Ezekiel Chapter 40 Vs. 1

 The Hand of the Lord


In the five and twentieth year of our captivity, in the beginning of the year, in the tenth day of the month, in the fourteenth year after that the city was smitten, in the selfsame day the hand of the LORD was upon me, and brought me thither. Eze 40:1



In the five... This was about 12 years before the release of Jehoiachin (Jer. 52:31).

hand of the... This means that he was strengthened by divine power for his mission, which at the easiest point would be difficult and hard on him (Eze. 3:14, 3:22; 1:3; 8:1; 33:22; 37:1; 40:1).

On that very day God took Ezekiel back to Jerusalem in a vision (cf. Eze. 8:1-3). Jerusalem was then vastly different from what it was before. Ezekiel was led on a “tour” of the future temple which he recorded in remarkable detail. This tour was given by a man, probably an angel, whose appearance was like bronze. This is the twenty fifth year of the captivity in Babylon or 573 B.C. The 10th day was the start of preparations for Passover.



The city spoken of here, that was smitten, was of course, Jerusalem. The hand of the Lord took Ezekiel to the place of his vision.





New order for Israel

Chapters 33-39 dealt with the new life Israel will experience when she is gathered back into her land and restored to fellowship with God. The last nine chapters of the book explain how Israel’s new order will be established. A new temple will be built as a sign of God’s presence among His people (chaps. 40-43), and a new service of worship will be established so the people will have access to their God (chaps. 44-46). Then a new division of the land will be made for the people (chaps. 47-48).

God had promised to rebuild His sanctuary among His people (Eze. 37:26-28); chapters 44-46 give the plans for the temple to be rebuilt.

Romans Chapter 11 Vs. 31

Even so have these also now not believed, that through your mercy they also may obtain mercy. Rom 11:31


Again, the next few verses tell of the sin of mankind. A person involved in this type sin and has not been washed in the blood of the Lamb is in serious trouble. Praise God that He is merciful and willing to forgive us.


See 1Cor. 6:9 “Know ye not that the unrighteous shall not inherit the kingdom of God? Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind,”


1Cor. 6:10 “Nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God.”


1Cor. 6:11 “And such were some of you: but ye are washed, but ye are sanctified, but ye are justified in the name of the Lord Jesus, and by the Spirit of our God.”


When we receive our forgiveness, we must walk in that forgiveness, not desiring in our heart to sin again. God will extend His grace to unbelieving Israel, just as He did to unbelieving Gentiles. Salvation, whether of Jews or Gentiles, flows from God’s mercy.



God’s ultimate purpose is to have mercy on… all. To do so justly God has bound (synekleisen, “enclosed, shut in on all sides”) all men over to disobedience. “All have sinned and fall short of the glory of God” (Rom. 3:23). “Jews and Gentiles alike are all under sin” (Rom. 3:9), so that “there is no difference” (Rom. 3:22). When the Gentiles rejected God and disobeyed Him (Rom. 1:17-21), God chose Abraham and his descendants as His special people.

Temple Scripture



Beginning in chapter 40 and going through to the end of the book, and clearly a unit. They spell out the construction of a new temple and a new order of worship for Israel. Much discussion has been engendered as to the identity of the temple described in these chapters. It is a literal temple yet to be built. In favor of this view is the fact that the measurements of the temple given in these chapters do not fit any temple or tabernacle mentioned in Scripture. It therefore awaits fulfillment which can take place only in the time of Israel’s blessing and restoration during the millennial reign of Christ as given in Revelation 20:4-6.

Starting in chapter 40 to 42, we see the new temple includes the traditional outer court (40:5-27); and inner court (40:28-47); as well as the building proper (40:48 - 41:26); adjacent building (42:1-14); outer walls (42:15-20); and altar (43:13-27).

The fact that Ezekiel would spend so much space describing the temple indicates its importance. Actually, upwards of 50 chapters in the bible are devoted to descriptions of the tabernacle and various temples. In the Book of Ezekiel, the prophet shows clearly that the tragic departure of God’s glory from the temple, described in chapters 10 and 11, is reversed in the future temple when the Spirit returns (43:1-12) and fills it with glory. God is not finished with His people. They will yet see His glory.

For as ye in times past have not believed God, yet have now obtained mercy through their unbelief: Rom 11:30



For as ye... Rom. 11:30-31 say that as surely as the Jews were once in the kingdom and the Gentiles were not; as surely as the Gentiles are now in the kingdom and the Jews are not; so surely the Jews will be brought back to God and into the kingdom again (Zec. 12:10-13:1).

The Gentiles to whom Paul wrote were at one time disobedient to God, but in this Age of Grace Gentiles (you) have now received mercy. When Adam disobeyed (Rom. 5:19) all were constituted sinners because all humanity sinned in Adam (Rom. 5:12). (Cf. “disobedient” in Eph. 2:2; 5:6; and “disobedience” in Heb. 4:6, 4:11.) Israel (they) is now corporately disobedient to God so that when God’s mercy to the Gentiles (you) reaches its full number (Rom. 11:25), Israel will again receive mercy (cf. Rom. 11:26-27).

Ezekiel Chapter 39 Vs. 29

 The Lord Will Restore Israel




Ezekiel 39:29 "Neither will I hide my face any more from them: for I have poured out my spirit upon the house of Israel, saith the Lord GOD."




God’s provision of His Spirit at the Second Advent complements the regathering. The last revolt at the end of the Millennium is another assault on Jerusalem patterned after certain images of the invasion here, but it is a distinct event one thousand years after the millennial kingdom begins and Satan is loosed and then sent to the lake of fire for eternity.

I believe this is the Scripture in Jeremiah that makes reference to this:

Jeremiah 31:34 "And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD: for I will forgive their iniquity, and I will remember their sin no more."

Romans Chapter 11 Vs. 29

For the gifts and calling of God are without repentance. Rom 11:29



For the gifts... This not only applies to the gifts and callings of Israel, but to any individual whom God calls or gives a gift. God does not change His mind as if He made a mistake. People may fail Him so that He cannot fulfill such callings with them, but when, if ever, they come back to repentance God holds them to the original obligation to obey Him.


We had verse 28 in our last lesson, but we needed it here to complete this statement in verse 29. All who have been called of God to do a job, can see from this Scripture above that God does not take back a call. I know a lady who is the most gifted pianist that I have ever heard. She had a little problem in the church, and many thought her usefulness to God was over. If that is true, then we must remove verse 29 above from the Bible, because it says the call or gift is without repentance. If you have been called of God to do anything, sing, play, heal, preach or anything else, God needs you now for the battle that the Christians are in.

Num. 23:19 “God [is] not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do [it]? or hath he spoken, and shall he not make it good?”

People the war has begun. The enemy (devil) has large numbers of troops. Put on your armor and fight for God.

Eph. 6:10 “Finally, my brethren, be strong in the Lord, and in the power of his might.”

Eph. 6:11 “Put on the whole armor of God, that ye may be able to stand against the wiles of the devil.”

Eph. 6:12 “For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high [places].”

Eph. 6:13 “Wherefore take unto you the whole armor of God, that ye may be able to withstand in the evil day, and having done all, to stand.”

Eph. 6:14 “Stand therefore, having your loins girt about with truth, and having on the breastplate of righteousness;”

Eph. 6:15 “And your feet shod with the preparation of the gospel of peace;”

Eph. 6:16 “Above all, taking the shield of faith, wherewith ye shall be able to quench all the fiery darts of the wicked.”

Eph. 6:17 “And take the helmet of salvation, and the sword of the Spirit, which is the word of God:”

Eph. 6:18 “Praying always with all prayer and supplication in the Spirit, and watching thereunto with all perseverance and supplication for all saints;”

Eph. 6:19 “And for me, that utterance may be given unto me, that I may open my mouth boldly, to make known the mystery of the gospel,”

We are not to quit, just because the battle is thick. God calls us without repentance, and we’re to fight to the end with everything within us.

Mat. 24:13 “But he that shall endure unto the end, the same shall be saved.”

This is Israel’s temporary situation during her time of spiritual hardening.

Touching the election from the perspective of God’s eternal choice, Israel will always be His covenant people.

The father’s sakes the patriarchs, Abraham, Isaac and Jacob, who are the recipients of the Abrahamic Covenant.

We have been studying how God is merciful, more than any of us deserve. Many do not believe or understand that God still loves Israel, even after they rejected Jesus. What God does with the physical house is really none of our business. The world and everyone in it belong to Him, and He can do as He wishes without our permission. Our only concern is that we must believe in Jesus Christ as our Savior and Lord, if we intend to be saved. We must not try to figure out why this is true, just accept this as fact and go on.




And God’s gifts and His call are irrevocable (lit., “for not repented of are the grace-gifts and the calling of God”). He does not revoke what He has given or whom He has chosen (“call” means election and salvation; cf. Rom. 1:6; 8:30).
