 Daniel's Vision Interpreted

Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces. Dan. 7:23

which shall be... The fourth beast is a symbol of the old Roman Empire, the fourth of four kingdoms in succession. It is mentioned by name only in the N.T. (John 11:48; Acts 2:10; 16:21). Review Dan. 7:7.

devour the whole... The "whole earth" here means the Roman Empire, the civilized world at that time.

Again, this is speaking of the Old Roman Empire, which has been revised. This power is really control and it will take over control of the entire world.

The scope of the beast’s kingdom

Though historically the sphere of the fourth beast, though greater than the extent of each of the previous three kingdoms, was limited, the sphere of this coming ruler in the fourth kingdom will be worldwide. Daniel was told that this empire will devour the whole earth (cf. Rev. 13:7). And it will be a ferocious conquest, in which that kingdom will trample and crush those who oppose it. This anticipates a coming one-world government under a worldwide dictator.
