Daniel's Vision of the Four Beasts
I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things. Dan. 7:8
I considered the... The horns were the last parts of the beast seen by Daniel, and are therefore considered last here (Dan. 7:8, 7:23-24; Rev. 17:12-17).
there came up... The little horn came up last after the ten horns were fully grown. It plucked up three of the ten by the roots, symbolizing the Antichrist coming in the days of the formation of Rome into ten kingdoms. He will overthrow three of them and the others will submit to him without further war (Dan. 7:8, 7:23-24; Rev. 17:11-17).
in this horn...This little horn is a man who speaks blasphemies against God (Dan. 7:8, 7:25; 11:36; Rev. 13:1, 13:5; 17:3).
The membership in this common market is changing daily. This speaks of a spokesman, who speaks for the entire group. Eyes speak of wisdom. This wisdom is of a man. His mouth speaking great things indicate he is in control, and speaks for the whole group.
The identification of the 10 horns and little horn has generated much discussion. The little horn represents the Antichrist. The parallels between this fourth beast and the beast (in Revelation 13), are unavoidable. The description of the beast (i.e. the Antichrist), in that passage gives a fore view of the work of the Antichrist in the Tribulation period and states that he will emerge from the remnants or revision, of the Roman Empire.
This beast is human (“eyes like the eyes of man” and a “mouth uttering”), and is proud (read Revelation 13:5-6).
As Daniel focused his attention on the horns, he saw another horn begin to emerge among the 10. This little horn had an insignificant beginning but in its growth it was able to uproot three of the existing horns. This little horn was noted for its intelligence (it had the eyes of a man) and its blasphemous claims (it had a mouth that spoke boastfully; cf. Dan. 7:11, 7:20, 7:25). (we will see in Dan. 7:19-26 comments on the identity of this fourth beast and its little horn.)
