Romans Chapter 13 Vs. 3

Submission to the Authorities

For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: Rom 13:3

For rulers are... Here Paul shows the duty of civil rulers. It is not to terrorize people of good deeds, but to punish evil people for sins against society.

Wilt thou then... Question 83. Next, Rom. 14:4. Obey the laws of civil government and you will have nothing to fear, providing you have rulers that properly enforce the law.

Even the most wicked, godless governments act as a deterrent to crime so that peaceful and law abiding citizens need not fear the authorities. Few governments will harm those who obey their laws.

Pro. 14:35 “The king’s favor [is] toward a wise servant: but his wrath is [against] him that causeth shame.”

1Pet. 3:13 “And who [is] he that will harm you, if ye be followers of that which is good?”

Such persons are thus actually rebelling against God, and bring civil and/or divine judgment on themselves. Those who obey and do right need have no fear of authorities; in fact, civil leaders commend those who do good.
