Nebuchadnezzar's Second Dream
This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men. Dan 4:17
This matter is... This is somewhat interpreted by Nebuchadnezzar.
decree of the... He is aware of the judgment of God.
and giveth it... He is also aware, that God is proving that it is He that elevates a man to be a king.
and setteth up... It is also God who brings a man down.
basest of men... Referring perhaps to the enemies of the king (Dan. 4:19).
God was with Nebuchadnezzar, when he attacked Judah. The attack was actually a judgment of God. He went too far in his attack. He did things God had not told him to do. Now, it is his turn to be judged.
